Right. Those who are arriving now have to pay the landlords directly. Or, I believe, you can go through the bank on post to have an automatic payment set up. If you receive $1600, you receive $1600 - that extra money is yours. I know that is how it is in the States so I assume that it is the same here, but I could be wrong. However, the landlords know what you receive in OHA so I'm not sure how easy it will be to find something thats less than that.
