You are mostly corret shsong21, but correct me if i'm wrong everyone. During the Pearl Harbor Attack, their was mis-communication. And the radar warning was kinda shruged off. This was because Pearl Harbor would run fake attacks on itself and the Japanese found this out. The people running the radar just took it as "another fake attack" even though it was not scheduled.
