The DoD is getting tough on prostitution!

A year in prison?! Man! That's kind of harsh, IMO. Reduction in rank, no pay, dishonorable discharge...maybe. Maybe a repeated offender(?)...like caught for the second time and you're out?

Has it become that much of a problem? Or is it like "enough is enough" kind of thing?

My take which I think pretty much is the cliff notes on the whole fiasco.

I think it is a "enough is enough" knee jerk reaction to get the Congressmen/women off the USFK's tails.
After the fallout from the Contractors in Bosnia P/HT ordeal the bloodhounds sniffed out Korea and BINGO. Congress and FOX news affiliates state American GIs are guilty of soliciting prostitution therefore are supporting the Human Trafficking epidemic.

Well USFK what are you going to do stop this? One of the first steps the USFK makes: a barfine=soliciting prostitution, soliciting prostitution supports human trafficking. USFK is going to educate their Soldiers, Seamen, Airmen and Marines on the cause/effect, prevention, policy and the GI's role in stopping Human Trafficking, because everyone knows that clubgirls + barfines=prostitution and that all means that a human trafficking incident has occured.

At this point I think they only nail you for violating a General Order.

The second step, any GI caught in the act, or reported after the fact-by any GI of barfining a girl will be brought up on charges of barfining and will eventually be served an Art 15. The third step, any club, bar or place of business allowing a barfine transaction to take place will be put off-limits for a time determined by the Osan Board of Poopieheads (I am not sure of the correct name of this board).

The last step (probably not) was Congress's chokehold on DOD to aggressively pursue this issue and wipe it out by any means. The drafting of this UCMJ article was at the forefront of this USFK Human Trafficking issue and hopefully the end of the witchhunt.

What is disturbing is that the brunt of this was dumped on USFK. They looked at USFJ and USFE; both commands protest "This is not happening in our Commands!" They are left alone. Anyone been to Guam, Hawaii, Germany, Hungary, or Japan?

Now, when your Governor, Senator or State Representative buys a hookeror your Ex-Commander in Chief gets helmet in the Oval Office from someone other than his wife tell me what happens? That's right.

Prostitution is legal in Germany and better regulated by the Germans than what would appear to be the case in the ROK. They probably hear the human rights violations mantra too. They don't have Russian and Philippino women working the bars/clubs as the ROK. In Frankfurt you can walk up several floors. Germans are a little more liberal in the sex area. They don't believe in the black box/cover stuff . You go by a news stand and next to the comics is a plethora of adult stuff. The multiplexes have regular and adult films regularly scheduled. I went from the ROK to Germany, opposite ends of the spectrum. Expect eventhough Germany has a lot of cool historical stuff and cultural events and so forth it isn't Korea. Despite the current mind set of some portions of the Korean population, it's the best kept secret in respect to duty stations in the US Military in my mind. Some politicians just have to much time on thier hands. IF they'd pay more attention on what makes America great and work on preserving it they'd be a decent person.

I went on a trip his some friend to Austria, Czech, Germany and Italy in 2000. The above mention is still present in Germany, Austria seems to be the same, and even in Rome less than 1 block from the Vatican, newsstands had that stuff in plain sight. Only the Czech Republic had their prostitution as a criminal offense from what I could tell, despite the influx of Czech and Hungary women in the adult film business. The only thing after reading several other post and threads and watching the PBS special on sex trade that the USFK should of done was to step in, at the first sign of Eastern Block and Philippino women appearing in the bar/clubs and so on, and say your establishment be off-limits unless you get your act together and stop hiring human trafficee's as your employees, period! I've seen some a three page contract by some outfit called CITIVAS. 5k won for food, must 'disco dance' for 7x in a day, 1 day off a week and 7 per year and the best one when it comes to performance..."specially US Army camps located in Korea".

I find that offensive !

No USAEURA commander would of ever of been faced with this nonsense and been the focus of FOX News or a myopic sighted politician, no they'd say talk to the Germans, we already have policies in place. Not to mention it would be extreme hard to enforce. A GI stands out in Korea where as in Europe they'd blend in better! I'll have to admit that the USFK got a bad deal on this one. And it's a shame when a year jail time comes into play. When the 3rd AD would leave for the field some of the wives would be out looking for company. Sad, Sad, Sad to say the least! Time does fly. It's too bad that AFKN doesn't do the Inside Edition still investigative journalism. Some strikingly slender blonde with a decent ability to speak with a Russian acsent, go to CITIVAS Ltd and attemt to apply forthis kind of contract. Hidden camera and all that sort of stuff. Than a few days later confront the people and air the tape live on AFKN and the WWW. Send a copy of course to FOX.

No offense but you are taking the word of an admitted prostitute....In my number of years in law enforcement, taking the word of someone who makes their living telling GI's (as the vast majority of people here seem to like calling us) lies, my not be so prudent....My more probable guess is that old girl was what we like to call a "CI" or confidential informant and she made up that lie so she could sucker people like you into believing she's a good to honest hooker....She rats out GI's and her fellow whores to us so we can make busts.....In return she gets to make her living doing what she does until she gets caught with the right guy who get her a DD Form 2A....Furthermore, from what I know about P/HT here in Asia, she more than likely doesn't have her own "home" and if she does, no GI would go to it....No hooker in her right mind brings her customers to her place....Also, the "LT Davis incident" made the consequences of P/HT very uncomfortable (spending time with the guys you sent to prison is not every cop's idea of a good time, especially when such time is spent at a USMC brig in South Carolina) for us who wear a badge so believe me when I tell you NO ONE wants to get caught "dirty"......

I would not be surprised if a MP was visiting one of the girls. I guess it is her word against a MPs.

Here is my funny 2003 story about hooker hill. There was (not sure if it is still there) a bar that sat right above one of the main hooker streets. I used to go to the King Club until about 10 PM and then go to that bar with some friends that was on the higher ground. It was funny seeing some of the guys in the King Club that got shot down 5+ times go for the sure thing. There was one guy that walked up to one of the hooker bars, looked both way and started to walk in. We shouted, "yeah! Go get some!" really loud and the guy froze and then quickly walked away from the bar in shame. It was so funny!

Anytime someone starts off what is meant to be a serious discussion with, "I'm not telling a lie..." my antennas immediately go up. It's an occupational hazard of the line of work I'm in. That's because 95% of the time - it's followed by a ~ you guessed it: lie.
