You know as well as I do. But I'm not telling anything most folks can't figure out for themselves. In Korean it is called "Hyun shik". In English, "Window dressing". "Proclaiming the Party line". Doing what is expected of the U.S. Government- supporting our gracious host, the Republic of Korea, in their never ending fight to end prostitution and human slave-trading and to stop organized crime in its tracks!

Sixty five bars in one square mile? It is a big city. Itaewon is an international center of entertainment for North East Asia. More expensive than Tokyo, they say. Seoul is the Headquarters of nearly all Military presence in Korea. If we didn't lead by example, would smaller areas have anyplace off limits?
Would Osan have two? Would Humphreys have one alley?

I can say for certain that the Osan and Kunsan CC's have always put local places off limits as needed for many varied reasons without a thought as to the hill in Iteawon. It was my thought that the hill is being made an example of to 'lead the way' because it is more visible in a highly populated area. You answered that, I guess. My intention was to say that, it's not simply because many places there do partake in the human traffiking trade, it was to see if someone who is local there, such as you, would give creedence to the idea that the disproportionate number of off limits places on the hill compared to other traditional GI hang outs is entirely a statement being made for public consumption, regardless if an individual bar was found to be prostituting its girls, "red handedly".

O.K. since you and I have an AF background, we would agree that the AF normally acts with common sense without waiting for "example" from anyone!

There is another reason I suspect, for the record number of banned bars. The Army has a lot of folks here. Some old hands who don't need to be told how to soldier, or how to conduct themselves off Post. God bless 'em. These are the former Green Berets and War fighters who made America strong. The reason for the "Be all that you can be" Army commercial. Also some fine young men and women, who are proudly serving, and, unfortunately, another type of soldier. Mostly among the younger set. An element that is not spoken of openly, yet exists. An element that is quick to question authority, and quick to test that authority, and to require as my friend Chuck says, "Babysitting." They have caused a lot of grief recently, and I suspect are a contributing factor. Because of a few, sometimes it appears the whole group gets "Punished". Only another opinion.

I wouldn't go by the www.usfk.mil website alone. As of last week, it was wrong for Osan. If your base has a commander's channel that lists the off limits areas, it is probably more accurate...last resort, call the cops.

Hmmm, as i read the USFK list it is dated 29sep06 and it matches the area 4 (osan) list that is dated in aug06. Local area commanders call the shots, mostly, for what to place off limits in their areas and then they are responsible to update USFK list. Local word always gets out first, unless it is a USFK directive flowing downhill.

Mr Joe, do you think the immature types that need close supervision have really expolded onto the scene in recent years compared to the way it has been for years? Or, Do you think more of them are getting prosecuted after commiting these acts because of the changing times and policies? My service life only goes back to 1975 but I remember many cases of young troops getting into hot water because of drunken brawls or drugs back then but, the difference was they were handled by the in house chain of command more so than today, and given chances to redeem themselves. (with the exception of crimes and multi-repeat offenders). I can't see that human behavior has changed any, really, from then to now but the environment in which these things happened has changed.
