Rude American Neighbors

I need some suggestions on how to fix a problem.

I recently moved into a new villa, where American's and Korean's live. Almost everyday you'll hear someone's stereo or tv on way to load, or the very annoying person singing karaoke in the morning around 0900 till about 1600. I'm almost positive that the loud music and or tv is from an American family, I've never heard loud Korean music yet.

I've already had to tell the guy below to turn his music down since I could here every single word upstairs in my bedroom. From time to time he does it again but it only last for about 20 mins then stops so I haven't gone back to say anything about it.

Well recently our roof has been locked so now I can't get to my patio furniture and bbq grill. I thought the landowner was working on the roof and had locked it for that reason. Well my wife called him yesterday since she speaks Korean and asked if he could unlock it and he said he didn't want to since the last time someone was up there there were complaints of Americans throwing beer bottles and cigarettes butts on the surrounding neighbors roofs.

Is the open container rule apply to outside the apartment area if a group of people are just drinking in the street?

Should I get their shirts involved if this continues?

Circumstances alter cases. If I had problems with neighbors, I would have to decide to: 1. bring it up to the offending tenant;(telling his first sergeant would not be my way of dealing with it.) or; 2. find out who his landlord is and tell him. (My apartment building has 4 or 5 separate apartment owners.)

It sound like, in your case, one landlord might run the whole apartment?
In your case, the problem is already known to the landlord, it seems. He is interested in making money. He doesn't want to make anyone unhappy, as it could jeapordize his rent money. But preventing you from the use of the roof is a threat to him also. If you used a realtor in finding this apartment, I suggest you contact him first. The owner really doesn't want to get the realtors upset, as that could cause his apartment to be put on a blacklist, and aggravate the U.S. Govt which would be a MAJOR effect on his income.
There are indeed, Ugly Americans, and inconsiderate neighbors, and they must be dealt with. The realtor should take care of getting the roof key for you, if not for the others. If he doesn't seem interested that you are not able to enjoy your roof patio, and you are not satisfied with his answer, and you do not know for sure the offending renter, please notify your housing office about the problem. If that doesn't work, I would ask to move.
I must warn you that calling the Korean Police is not what you want to do. They have better things to do, and there is generally no interest in working with drunks, as there is essentially no law against public drunkedness as I understand it. There is a story about an American who called the police on a Korean who had followed him into a restaurant, and after trying various ways to get rid of the drunk, the American called the police. The drunk told Police that the American had kicked and punched him, (Which had not happened).
The American was booked, charges pending, and fingerprinted, and told by the Policeman that he should not have called the police, but just left the area. Don't get involved in any argument in Korea. Find another way.

Excellent advice from Mr. Joe as always. My experience was that the Korean police are the last people you would ever want to deal with. A warning about keeping things on the rooftop of a villa style apartment, I lived in a villa once in SongTan and had some really nice patio furniture on the roof. The landlord locked the door for awhile and the next time the door was unlocked and I went up there everything was gone. Cheers!
