North Korea has always warned the U.S. about "spy Missions", but they take on new meaning since the 2003 intercept. From March of last year:

In what defense officials are calling the first such direct hostile act by North Korean warplanes in more than three decades, four armed fighter jets from the communist country intercepted a U.S. Air Force reconnaissance plane in international airspace on Sunday.

One of the foreign planes' fire-support radar "locked on" to the U.S. aircraft, Pentagon spokesman Navy Lt.-Cmdr. Jeff Davis said Monday.

But the incident had ended without hostile fire, and the American plane, a RC-135S, returned unharmed to the Kadena Air Base in Japan, he said.

It occurred during what Davis said was a "routine mission" over the Sea of Japan, 150 miles off North Korea's east coast.

The North Korean fighters, identified as two MiG-29s and two that were believed to be MiG-23s, tailed the American plane for just over 20 minutes, closing to around 50 feet.

North Korea has always spewed propaganda against the U.S. "spy missions" in the past, but the U.S. probably takes these threats a little more serious since the 2003 intercepts.
