It looks like the North Koreans may actually start shutting down the reactor. This really has little to do with nuclear weapons though.
North Korea said today that its dispute with the United States over $25 million in funds frozen in a bank in the Chinese territory of Macao had been resolved, and that it would begin implementing its much-delayed promise to shut down its main nuclear facility.
The first test of North Korea’s commitment to stop and seal its main nuclear reactor in Yongbyon, south of Pyongyang, and an adjacent fuel-reprocessing plant will come when officials from the International Atomic Energy Agency open five days of negotiations in the North Korean capital on Tuesday.
