An excellent Question!
I will give you my opinion on what it is to me but it may be a little off from a book answer. I believe to be an "advanced country" it involves level of industrial, technological, and social advancement. Industrial means that you have industries within the country that supply products to outside nations that are within a balance of what you import. Technological is the expertise level of the engineers and workers to produce advanced products or ideas. Social means the education level with high school being mandatory and college available to all. This also infers a balance of economic & education level between rich and poor to allow all to participate in society on a close to level playing field. This is an ideal description for me and not one that fits all advanced countries. A description of a backward country is one that the majority of the population is poor, uneducated with poor infrastructure.

I think about this kind of thing differently. The terms advanced and backwards are relative when using them to describe the over-all state of a country. In other words, there are many industrially advanced countries that are socially backwards compared to the social weave of a country that may be mostly agricultural. Agricultural based societies often have deep rooted, family based social systems whereas, a technologically advanced society may tend to have broken social support systems due to breakdown and separation of families etc,... Its not always a black and white answer. I guess it depends on how you define social advancement. If you think of social advancement in terms of over-all happiness and little crime, then I think you can get different answers.
