There are numerous cases of people doing exactly what you've described - and they're doing time in Ft. Leavenworth. They pop up in the Stars & Stripes every now and then. In fact, even if you're family is in the States, but you claim they are in a different State-side location - you still get busted for fraud.
This is VERY serious business ~ and one the military investigates closely.

The JFTR or Joint Federal Travel Regulation is updated frequently. The regulation separates Military and Civilian. Check the reg periodically and it will keep you well informed. You will encounter those that are sure they have a thorough understanding.
I once had a CPOC (Army) inform me that I was not familiar with an entitlement. Her reason was simple, since she was not collecting the entitlement. I guess I made her day since she discovered she was entitled and should have also been collecting. When there is serious doubt, ask for their supervisor’s ruling. The interpretation of this regulation is really unbelievable. This is why the reg contains a "situation" section, and even then you will have gray areas.
